Long operational periods past the trailhead usually mean pop-up canopies, coolers, generators that need fuel runs, and radios dying by the second shift. The big command trailers stay on the pavement. The people doing the work don't.
A forward base that goes where they work
An off-road trailer a half-ton truck can tow, with lithium power, charging, water, refrigeration, a kitchen, diesel heat, shelter and crew rest built in, plus Starlink, LoRa mesh and solar options. Units are in stock in Addison, Texas now, not on a build list.

Starlink comms package
Roof or mast mount, weather-sealed cable routing, dedicated DC power and switch. Works with Starlink Mini or Standard. Service plan is purchased by the agency.
LoRa mesh add-on
Long-range LoRa mesh node mounted on the trailer with handheld nodes for the team: off-grid text messaging and position sharing with no cell or satellite service.
Roof-mounted rigid solar
Rigid panels on the roof rack charge the battery while parked or on the move. Sized to your duty cycle.
Portable solar blankets
Koru ETFE solar blankets with SunPower cells, 220 W to 595 W. Deploy away from the trailer in the sun while it sits in the shade.
Extended battery
Upgrade from 150Ah to 420Ah (about 5.4 kWh) for multi-day operation without a generator.
Add-ons are quoted as separate line items so the base unit stays under bid thresholds.

Funding it
Agencies commonly fund response equipment through federal preparedness grants administered by their state, such as the Homeland Security Grant Program, Emergency Management Performance Grants and Assistance to Firefighters Grants, plus state and local programs.
